Your NZ construction safety training does not automatically replace an Australian White Card, White Card requirements differ between Australian states and territories, and you generally need to undertake the White Card applicable to the state where you reside.

Do New Zealanders Need a White Card to Work in Australia?
Yes. If you are moving from New Zealand to Australia and will be carrying out construction work, you generally need to hold a valid Australian general construction induction card, commonly called a White Card.
This requirement applies regardless of whether you’re an Australian citizen, New Zealand citizen or another eligible worker.

Can I Use My New Zealand Site Safe Card in Australia?

“Is my NZ Site Safe card valid in Australia?”
You should not assume that a New Zealand Site Safe card, ConstructSafe assessment or other New Zealand construction safety training replaces the Australian White Card requirement.
Australia operates its own general construction induction training system.
If you are relocating from New Zealand for construction work, you should check the requirements of the Australian state or territory where you will live and work.
Your Australian White Card is also separate from your trade qualifications. For example, holding a New Zealand electrical, plumbing or building qualification does not automatically remove the requirement for construction induction training.
Can I Get an Australian White Card While I’m Still in New Zealand?
Generally, you should plan to complete your White Card after you have relocated to the Australian state or territory where you will reside.
White Card training is regulated at the state and territory level, and current requirements restrict undertaking a state’s White Card when you are not residing in that jurisdiction.
This means you should not simply choose an online White Card course from another Australian state while you are still living in New Zealand.

New Zealand → Victoria: arrange a Victorian White Card after relocating to Victoria.
New Zealand → New South Wales: arrange a NSW White Card after relocating to NSW.
New Zealand → Western Australia: arrange a WA White Card after relocating to WA.

Which White Card Do I Need When Moving from New Zealand?
Your starting point should be the Australian state or territory where you will reside.
Moving from New Zealand to Victoria
If you’re moving to Melbourne or regional Victoria, you should undertake Victorian construction induction training through a WorkSafe Victoria-approved RTO.
Victorian White Card training is conducted face-to-face.

Is an Australian White Card Valid in Other States?
Generally, yes.
White Cards issued under Australia’s construction induction framework are generally recognised across Australian states and territories.
That means if you legitimately obtain your White Card while residing in one Australian state and later relocate interstate, you generally do not need to complete another White Card simply because you’ve moved.
For example, if you obtain your White Card while living and working in Melbourne and later move to Perth, your existing valid Australian White Card will generally continue to be recognised.
This is different from deliberately undertaking a White Card in a state where you do not reside in order to avoid the requirements applying in your own state.
Does an Australian White Card Expire?
A White Card does not operate like a driver’s licence with a simple expiry date printed on the card.
However, there is an important rule that people returning from New Zealand should know:
If you have not carried out construction work for more than two consecutive years, you will need to complete general construction induction training again before returning to construction work.
This can be particularly relevant to New Zealanders who previously lived in Australia.
For example:
You worked in Australian construction in 2022, returned to New Zealand and have not carried out construction work since. If you’re now moving back to Australia after being outside the construction industry for more than two consecutive years, you should expect to undertake White Card training again.
I Already Have an Old Australian White Card. Do I Need Another One?
It depends on whether you’ve remained active in construction work.
If you previously worked in Australia and already hold an Australian White Card, don’t automatically assume that you need another one just because you’ve moved back to New Zealand.
The key issue is your period away from construction work.
If you have not carried out construction work for more than two consecutive years, you will need to undertake construction induction training again.
If you have remained active in construction and hold a valid Australian White Card, you may not need to repeat the training simply because you’re returning to Australia.
Check with the relevant state or territory regulator if you’re uncertain about the status of an older card.
What Does Australian White Card Training Cover?
White Card training covers the basic health and safety knowledge needed before carrying out construction work in Australia.

Remember that a White Card is general construction induction training.

Do New Zealanders Need a USI for White Card Training?
Generally, yes.
Because White Card training involves a nationally recognised Australian unit of competency, students generally require a Unique Student Identifier (USI).
If you’ve never studied or completed nationally recognised training in Australia, you may not already have a USI.
New Zealanders moving to Australia should check the USI requirements after arriving and organise this before attending training where required.
What ID Do New Zealanders Need for a White Card?
For New Zealand citizens, a valid New Zealand passport is a great starting point when preparing for White Card training in Australia.
Most eligible New Zealand citizens travelling to Australia on a valid NZ passport are granted a Special Category visa (subclass 444)Â when they enter Australia. This allows them to live, work and study in Australia without having to apply for a standard work or student visa before travelling. Â
Your NZ passport can also be particularly useful when setting up your Unique Student Identifier (USI). Once you have entered Australia and passed through customs, your New Zealand passport and Australian visa status can be used to verify your identity when creating a USI. The Australian Government specifically notes that New Zealand students cannot use their NZ passport for this purpose until they have arrived in Australia. Â
Depending on the state where you undertake White Card training, you may need additional identification or evidence of your Australian residential address. Check the applicable state requirements and your RTO’s enrolment instructions before attending your course.

Can New Zealand Citizens Work in Australia?
For eligible New Zealand citizens, moving to Australia for work is relatively straightforward compared with many other international workers.
According to the Department of Home and Affairs, New Zealand citizens travelling on a valid New Zealand passport can generally be granted a Special Category visa (subclass 444)Â on entry to Australia if they meet the applicable requirements.
This allows eligible New Zealand citizens to live, work and study in Australia.
However, your right to work and your White Card are two different things.
Your immigration status may give you permission to work in Australia, but you still need to meet Australian construction safety, licensing and qualification requirements for the work you intend to perform.
Is a White Card All I Need to Work in Australian Construction?
Not necessarily.
A White Card is the general construction safety induction requirement, but your particular job may require additional licences, tickets or qualifications.
Depending on your occupation, these may include:

Elevating Work Platform (EWP) training
High Risk Work Licences
forklift licences
confined space training
electrical licensing
plumbing licensing
dogging or rigging licences
scaffolding licences
plant-specific training
You’ll also normally need to complete a site-specific induction when starting work at a particular construction site.
If you hold a New Zealand trade qualification, check whether it needs to be recognised or transferred before carrying out licensed work in Australia.
Your White Card does not automatically convert a New Zealand trade qualification or occupational licence into an Australian licence.
